The installer code is very old. It is possible that the path variable values were originally different or that this scenario was no real concern since a system upgrade which would clear those folders was something not to worry about. NBI is unmaintained and NB 25 will hopefully be the last release which uses the old installers. As others pointed out the download page links to community packages which use a different installer - they do also bundle a JDK which is probably especially convenient on windows. -- This is an automated message from the Apache Git Service.
