### Description When I run Netbeans, it takes around 30s to load. In such time the splash screen is on top of everything so the computer cannot be used until Netbeans has loaded. As a workaround I've disabled the splash screen completely but would be nice to have by default the splash screen that **behave like the rest of the world**: the splash screen should be a standard window without "always on top".
