I see "OneDrive" in the path. You might see locking issues on windows. On windows the normal behavior is, that opening a file locks it and prevents parallel opens/deletes, so if OneDrive sync the directory while you build this would explain it. So first suggestion: Move the project to a local path. Second: Don't ever assume steps to reproduce are a joke. Give _exact_ steps to reproduce beginning from a clean installation (no existing userdir). Everything else is a waste of time for anyone wanting to help you.
