I think we have two options:
1) use RELEASE280 for tests on JDK 11 and 17 (i think we had that once -
this feels like a dejavu)
2) do maybe another release on 14.x but bump to 15.x afterwards and sync up
the min JDK requirement with NB (JDK 21)
