I tested with NB29 and NB-rc2 installed from zip, and I cannot reproduce there, all works OK with clean workspace. I started NB29 first, then stopped it. Then started NB30. It asked whether it should copy config from NB29, I pressed OK. Then it started. I stopped NB30 and started it again, it started without issues.
