Resolution: Duplicate
This was already committed by [~jacopoc] in the course of OFBIZ-7480 in
r1761190.
Since the createFacility service definition not only overides facilityTypeId
but also facilityName and ownerPartyId as optional="false" I suggest to let it
as it is in the codebase now.
Closing this issue as "Duplicate".
