Thanks [~rishisolankii] for sharing your exploration, and [~taher] for your
comment.
I personally like the #1 proposal, since this will improved the readability of
data file and will create a logical separation.
Here is my thought process for this,
for e.g. StatusItem is different for Order and Content, so it will be nice to
have them in separate OrderSeedData.xml and ContentSeedData.xml
