Steps to regenerate:
- Go to catalog component
[https://demo-trunk-ofbiz.apache.org:8443/catalog/control/main].
- Click on the Products link in sub menu
[https://demo-trunk-ofbiz.apache.org:8443/catalog/control/FindProduct].
- Click on "Tags"
[https://demo-trunk-ofbiz.apache.org:8443/catalog/control/EditProductTag].
'Update' button is displayed, despite having no results for tags.
