Summary: Issue while removing RateAmount Record

*Steps to regenerate the issue:*
1)Navigate to
[https://demo-trunk.ofbiz.apache.org/scrum/control/main?externalLoginKey=EL0a347422-1144-4dc1-9ab2-a48f17078c13]
2)Click on *My Profile* Tab under Scrum component.
3)Click on *Rates* Section:
[https://demo-trunk.ofbiz.apache.org/scrum/control/EditPartyRates?partyId=admin]
4)Try to delete Existing Rate Amount Record, there is a service invocation
error generates while removing the record.
OR
5)If no record exists then create a new Rate Amount record then try to repeat
the same process as mentioned in step(4)
