Here are some findings around this
ApacheOfbiz.xml renders for generating the documentation mentioned in this
ticket.
In language of DocBook
ApacheOfbiz.xml (trunk/plugins/cmssite/documents/ApacheOfbiz.xml) is a
[Set|http://tdg.docbook.org/tdg/5.0/ch02.html#s.sets], containing two books
1.) ApacheOfbizUser.xml [Book|http://tdg.docbook.org/tdg/5.0/ch02.html#s.books]
2.) ApacheOfbizTechnical.xml
[Book|http://tdg.docbook.org/tdg/5.0/ch02.html#s.books]
So, here three table of content is generated
1.) TOC by ApacheOfbiz set (containing TOC of ApacheOfbizUser and
ApacheOfbizTechnical)
2.) TOC of ApacheOfbizUser
3.) TOC of ApacheOfbizTechnical
I am not sure what should be the fix for this, should we removed the TOC
generated by Set, but

answer on StackOverflow makes me think, let's not play with TOC.
