Another update to the patch before commit. This fixes the following:
1) Tomcat SSO is set to false by default.
2) Corrected
{code}useTomcatSSO = useEncryption && (request!=null);{code}
to
{code}useTomcatSSO = useTomcatSSO && (request!=null);{code}
