We currently have about 1400 open issues, of which about 900 don't have an
assignee. If a committer wants to work on issues he should start with one of
those 900 first, before unilaterally deciding on issues that are assigned and
the assignee is still contributing.
Or else work in line of the Apache Way and seek collaboration and/or consensus.
