Found two different services for check party permission:
*ServiceUtil.java* has _getPartyIdCheckSecurity_
*PartyPermissionServices.xml* has _partyIdPermissionCheck_
_getPartyIdCheckSecurity_ can be deleted as it is not in proper place and some
enhancements (check admin permission) could be done in _partyIdPermissionCheck_
so that single permission service could be used for partyId permission checking.
