I did some research and found, that this was there from the beginning:

.button-bar ul a,.button-bar a {

  white-space: nowrap;
  text-transform:uppercase;
}

Later this got changed into this:

{code:css}
.button-bar a.buttontext {
  text-transform:uppercase;
}
{code}

The change was done in r1091477, to differ the ServiceEngine buttons from 
others, so the revision comment:
bq. - Used uppercase transformation only for button-bar buttontext links so 
that other links as, for example, the initial letters bar in 
https://localhost:8443/webtools/control/ServiceList is not uppercased.

The question is right now, how useful is it to transform all other button-bar 
links to uppercase or is this not necessary?
