Steps to Regenerate
1. Open
https://demo-trunk.ofbiz.apache.org/catalog/control/createProductPriceCond
2. Add the name for a new Price Rule
3. Add Condition and go to Add Action panel
4. Check the dropdown values under Action Type

Same value reflecting twice in the dropdown ( Flat Amount Modify)
