That this issue is appearing in all the branches (most probably also before 
r14.12) and that it took such a long time to get addressed is a pity. However, 
many of the branches referenced in the affected versions have been slated as 
'not supported'. Therefore, there is no obligation to port a patch to any of 
those unsupported branches.

But, with the patches provided, the adopters running implementations based on 
those branches should have enough information to bring corrections to their 
implementation.
