I would say that the quote issue date can not be set with a value in the 
future, but either with the current date time or a value in the past. 

And the valid through date should be a later date time than the valid from 
date. So:
issue date time < valid from date time < valid through date time.

And we should consider that the valid from date time always sets the time part 
to the beginning of the date, and the time part of valid through date time to 
the end of the date.
