Yes, it can be true that check run transaction is not a financial transaction. 
But I think we agree that each transaction must go through a reconciliation 
process. The problem being here is that such transactions are not getting 
available for reconciliation just because of the status in which they are being 
created. And the resolution provided is addressing the same.
