Pierre Smits reopened OFBIZ-7456:

It seems to me that the merge should not have happened as the commits were. 

The contributor could easily:
 # have reused the menu name="CreateNewParty" from PartyMenus.xml, or elements 
there of in a action menu for quote screens; or
 # referenced the already existing form for creating party groups in 
Partyforms.xml

And I am not truly convinced that from a flow perspective:
 # a user could not go into Party,
 # create the party group there,
 # and on a refresh of the quote screen would not see particulars of the new 
party.
