[~danwatford] proposed to rename and better describe the 2 UtilValidate class
methods:
isUrl and urlInString. I respectively suggested isUrlInString and
isUrlInStringAndDoesNotStartByComponentProtocol.
Daniel also provided an UtilValidateTests class.
