In my opinion, while it is clear that this feature is based on some real world 
client use case, it seems too much customer specific to be included in OFBiz. 
In fact, I think that for the same use case, different customers may want to 
implement a workflow different from what you have described. All in all, I 
think that the basic feature provided by OFBiz, i.e., materials always returned 
to a facility is flexible enough to implement most use cases. E.g., you could 
use a special facility that represents items that have been returned by a 
production run, but are in the shop floor. This would not require any 
significant change to the system, apart from designing an ad hoc UI.
