Noticed during code analysis with SonarQube:
Invalid character encountered in file
ofbiz-framework/framework/webapp/src/main/java/org/apache/ofbiz/webapp/control/ConfigXMLReader.java
at line 407 for encoding UTF-8. Please fix file content or configure the
encoding to be used using property 'sonar.sourceEncoding'.
