CommonEmptyHeader in framework/common/config/CommonUiLabels.xml used to hold
the value of a simple space.
In Issue 7345 UiLabels were alphabetical sorted but at the sime time the value
was changed from a space to nothing at all, leading to the Label key beeing
displayed in forms that use this label, instead of it beeing 'empty'. This
unintentional change needs to be reverted.
