release

Pekko 1.2.0 should hopefully be out soon. The main branch of 
pekko-persistence-r2dbc relies on a min of Pekko 1.1.3 due to some useful 
changes that were included in that release. In hindsight, it wasn't ideal to 
have such changes in a patch release. I would like to make 
pekko-persistence-r2dbc main branch rely on 1.2.0 instead.
After we can make that change, I would like to push on with a 
pekko-persistence-r2dbc 1.1.0 release. I don't see too much benefit in doing an 
M2 release at this stage.
