The change we are seeing is in sbt 1.9.0. https://github.com/sbt/sbt/releases/tag/v1.9.0 See the section about 'POM consistency of sbt plugin publishing'. We've never published in the old style and I don't think it is feasible to support people who need that style. As @raboof, I think it would be more productive to find out why you can't upgrade sbt.
