Duplicate of #3107. The earlier issue ("Add OpenTelemetry end-to-end trace
context propagation for Pekko Streams") covers the same feature with a
significantly more detailed implementation plan, including a 6-step PR
breakdown, specific API choices (`io.opentelemetry.api.trace.Tracer`, `Context`
+ `ThreadLocal`), zero-cost-when-disabled design, and integration with existing
`ContextPropagation` mechanism.
