### Motivation
`BalancingDispatcher` has been deprecated since Akka 2.3 with the
recommendation to use `BalancingPool` instead. The replacement has been stable
for many years. It's time to remove the deprecated code entirely.
### Current state
- `BalancingDispatcher` is marked `@deprecated("Use BalancingPool instead of
BalancingDispatcher", "Akka 2.3")` and is `private[pekko]`
- `BalancingDispatcherConfigurator` is public and not yet marked deprecated
(MiMa-protected)
- Tests still exercise `BalancingDispatcherConfigurator` via full class name
### Proposed steps
1. Mark `BalancingDispatcherConfigurator` as `@deprecated` in a minor release
2. Remove `BalancingDispatcher`, `BalancingDispatcherConfigurator`, and
related tests in the next major release
3. Remove any remaining references in docs/configuration
