That release is currently only in the ASF staging repository, not Maven Central, so `Resolver.ApacheMavenStagingRepo` is added to the build resolvers. ## Verification The build definition loads cleanly and reports `Building Pekko Connectors 1.4.0-M0+... against Pekko 1.7.1 and Pekko HTTP 1.1.0 on Scala 2.13.18`, so every upgraded plugin and the staging resolver resolve.
