ClusterSharding kept returning the stopped region reference, permanently disabling the shard type on that node. Modification: Only drain the local region during coordinator termination when the node is terminating or CoordinatedShutdown has started. Add regression coverage for coordinator lease loss with DData and persistence state stores, and document the distinction between coordinator and per-shard leases. Result: Existing local shards continue serving messages while the coordinator reacquires its lease, and new shards can be allocated after recovery. Graceful shutdown and coordinator handoff behavior are preserved. Tests: - Before the fix, the new coordinator lease regression failed twice with entity messages sent to the terminated region becoming dead letters. - Focused lease and CoordinatedShutdown suites: 18 tests passed on JDK 21. - validatePullRequest: classic sharding passed 277 tests; typed sharding passed 123 tests. The docs module failed in the unchanged jdocs.stream.IntegrationDocTest because its configuration references pekko.dispatch.UnboundedMailbox, causing ClassNotFoundException. - MultiJvm / testOnly *ClusterShardingGracefulShutdownOldest: 8 tests passed on JDK 17 across DData and persistence state stores. - Standalone ActorSystem smoke: three lease-loss/reacquisition cycles preserved region and entity identity; new shard allocation and final cluster leave succeeded. Temporary smoke source removed. - +mimaReportBinaryIssues passed for Scala 2.13.18 and 3.3.9. - checkCodeStyle, including Java formatting and +headerCheckAll, passed on JDK 17. Native scalafmt diff check and git diff --check passed. - docs/paradox passed.
