URL: https://github.com/apache/pekko-persistence-r2dbc/pull/554

   ### Motivation
   `sbt/setup-sbt` v1.5.13 fetches its signature verification policy from the
default branch of `carabiner-dev/policies`. That policy now has a `meta.name`
field that the ampel version used by the action can't parse, so a job that
misses the sbt download cache fails in `Install sbt`:

   ```
   Error: compiling policy: unable to parse a policy, group or policySet from
data
   ```

   This was seen in apache/pekko. This repo uses the same action version, so it
has the same exposure. The most recent failed run here doesn't show this error,
so this change is preventive for now.

   ### Modification
   Update all 19 `sbt/setup-sbt` references in 12 workflow files to v1.5.14
(`67d461eba2c4753196c230e02da850757ba4775e`), which pins the policy to a
compatible commit (sbt/setup-sbt#155). No other lines change.

   v1.5.14 is on the ASF allow list since apache/infrastructure-actions#1498
merged.

   ### Result
   Jobs can install sbt on a cache miss.

   ### Tests
   - Not run locally. CI runs the updated workflows on this PR, including
`Install sbt` in the `Binary Compatibility`, `Headers` and test jobs.
   - Workflows that only run on a schedule or at release time, such as the
nightly and publish workflows, won't be exercised by this PR.
   - `git diff --check`: run, no issues.
