Currently PcjUpdaterSupplierFactory relies on user configuration to determine
the updating strategies for the PrecomputedJoinIndexer. Instead it should
retrieve the updater strategies from RyaDetails by scanning the PCJ details for
all of the Rya instance PCJ ids to see if any are configured to be updated via
Fluo. Also, any configuration constants and accessor methods that have been
added to manage the retrieval of user updater strategies from the config should
be removed.
