### Ⅰ. Describe what this PR did
This PR fixes flakiness in the unit test
`JsonParserWrapTest.testToJSONString`.
The flakiness was caused by using a strict string comparison
(`assertEquals`) on the JSON string generated by
`JsonParserWrap.toJSONString()`. Because JSON serialization does not guarantee
field order, the test failed intermittently when the underlying library
serialized the fields in an order different from the hardcoded expected string.
The fix implements a robust, order-independent assertion by:
1. Serializing the object to JSON.
2. Deserializing the resulting JSON string back into a
`TwoPhaseBusinessActionParam` object.
3. Asserting the properties of the deserialized object, thus validating the
content regardless of key order.
**No production code changes were made; this is a test-only change to
improve CI stability.**

This PR specifically addresses the flakiness of an existing unit test. The
change modifies the assertion logic to make the test defensive against
serialization non-determinism, ensuring the test itself is reliable.
### Ⅳ. Describe how to verify it
To confirm the flakiness is resolved, run the affected test repeatedly using
a non-deterministic test runner such as
[nondex](https://github.com/TestingResearchIllinois/NonDex). Successful runs
across multiple attempts verify the fix:
