**What would you like to be added:** A GitHub Actions workflow that fails when a PR has the `do-not-merge/wip` label or its title starts with "WIP". **Why is this needed:** No mechanism to prevent accidental merges of incomplete PRs. Some features targeting future releases can be submitted early for review but shouldn't be merged yet.
