Fixes #19814.
### Before
```sql
postgres=> select * from t_order;
ERROR: Cannot invoke
"org.apache.shardingsphere.infra.metadata.database.schema.decorator.model.ShardingSphereSchema.getVisibleColumnNames(String)"
because the return value of "java.util.Map.get(Object)" is null
```
### After
```sql
postgres=> select * from t_order;
ERROR: Schema `public` does not exist.
```
