After `overwrite` in server.yaml had been removed.
This part can't be updated. Unless manually modify values in Zookeeper.

authority:
privilege:
type: ALL PERMITTED
users:
- password: root
user: root@%
```
So can we provide a DistSQL to alter `authority rule` ?
