taojintianxia opened a new issue, #24994:

   for some apache official plugin under `<reporting>` tag, it doesn't need to 
anounce group id and version in pom.xml, this will execute normally when luanch 
the maven command in console. however, the plugin without version will make 
warning in IDE like idea.
