Hi, this is for 28288. When user executes `CREATE ENCRYPT RULE / ALTER ENCRYPT RULE`, we also need to check the algorithm type. For example, the type of `AssistedEncryptAlgorithm` cannot be used in `ENCRYPT_ALGORITHM`.
