- Allow `ConsulRawClient` of `cluster-mode-repository-consul` to be
configured on consul agent ports other than `8500`. Fixes #29419 .
- Refactor ConsulRepository to check `com.ecwid.consul.v1.Response` for
null values and fix the issue where `blockQueryTimeToSeconds` is invalid. For
#29509 .
