Fixes #28909.
Changes proposed in this pull request:
- Make IntervalShardingAlgorithm loosely match `String`. Prior to this PR,
`org.apache.shardingsphere.sharding.algorithm.sharding.datetime.IntervalShardingAlgorithm`
did not consider the case where the string length of the shard key was smaller
than `datetime-pattern` after the shard key was formatted as
`java.lang.String`. This PR further attempts to use a substring of
`datetime-pattern` to parse shard keys.
