   ### Result

   **Review Result: Mergeable**

   The changes are ready to commit. No blocking issues remain.

   ### Evidence

   - `.codex/harness/agents/policy-maintenance.md` -> Selects verification
based on impact, preventing ordinary Skill changes from triggering all 148
semantic cases.
   - `.codex/harness/agents/cases.toml` -> Covers both root-policy full
verification and non-root focused verification.
   - `.codex/harness/agents/policy-sources.toml` -> Registers the Maven rules
and routes them through six relevant profiles.
   - `.codex/skills/coding-standards/SKILL.md` -> Explicitly covers Maven POM
modification and review and distinguishes Implementation Guidance Mode from
Standalone Compliance Audit Mode.
   - `.codex/skills/coding-standards/references/rules/maven-dependencies.md` ->
Defines dependencyManagement matching, profile handling, plugin exclusions,
intentional version overrides, and post-removal verification.

   ### Coverage

   - Harness unit tests: 65/65 passed.
   - Final deterministic validation: passed with 40 policy sources, 88
bindings, and no critical regressions.
   - Routing traces: 258/258 passed for both root and nested working
directories.
   - Both affected semantic canaries passed.
   - `git diff --check`: passed.
   - No existing `pom.xml`, business code, product test code, Checkstyle,
Spotless, or CI configuration was modified.
   - The final 148-case semantic suite was not rerun because the corrected
impact classification does not require it for this non-root Skill change.
   - Non-blocking proof boundary: no semantic canary currently injects the full
Maven rules. File integrity and routing are proven, but model interpretation of
the Maven text is not. No additional canary was introduced to avoid expanding
the requested scope.
