   ### Result

   **Review Result: Mergeable**

The changes are complete, with no new blocking issues found. The direction
is sound: retain the 150 valuable cases while narrowing when the full semantic
suite runs, failing before network execution, pinning the evaluator, and
reducing default context.

   ### Evidence

   - Ordinary non-root Skill changes now run only the cases bound through
`impact-source`. The full suite runs only for root `AGENTS.md` changes or
shared semantic-surface changes
(`.codex/harness/agents/policy-maintenance.md:32`).
   - The evaluator is pinned to `gpt-5.6-sol/high`. A baseline created with a
different evaluator is rejected before network execution
(`.codex/harness/agents/run.py:169`, `:1673`).
   - Case-contract, policy-source, and binding regressions are checked before
model execution, avoiding wasted time and tokens on deterministic failures
(`.codex/harness/agents/run.py:1878`).
   - Fail-fast tests cover evaluator mismatches and deterministic regressions
(`.codex/harness/agents/test_run.py:459`, `:468`).
   - Root `AGENTS.md` was reduced from 14,995 to 12,981 bytes—approximately
13.4%—while preserving the complete capability ledger.
   - The `review-pr` Skill was reduced from 26,692 to 22,849 bytes. Repeated
workflow descriptions were removed while preserving all review gates.
   - Java-specific references are now loaded only when relevant code patterns
are present (`.codex/skills/coding-standards/SKILL.md:50`).
   - The automatic commit-message requirement is centralized in the completion
contract, eliminating duplication in the root policy
(`.codex/context/change-completion.md:29`,
`.codex/harness/agents/cases.toml:1764`).
   - The user-level default reasoning effort is currently `medium`. Overly
broad generic Skill triggers were narrowed, and `doubt-driven-development` was
converted into a bounded high-risk review workflow. A new task or restart is
required to fully refresh configuration and Skill discovery.

   Controlled full semantic results:

   - V0: 127/150, 375.625 seconds, 66,780 input tokens, and 29,825 output
tokens.
   - Candidate: 129/150, 348.521 seconds, 66,197 input tokens, and 29,321
output tokens.
   - Semantic stability: passed.
   - Transport integrity: passed.
   - Safety regressions: 0.
   - Deterministic blockers: 0.
   - Wall-clock time improved by approximately 7.2% in this run, but model
execution time is variable and this percentage should not be treated as a
stable performance guarantee.
   - Seven stochastic per-case critical fluctuations remain reported. None
constitutes an aggregate or safety regression.

   Local verification:

   - Harness unit tests: all 99 passed.
   - `git diff --check`: passed.
   - Local bootstrap: passed.
   - TOML configuration parsing: passed.
   - Skill frontmatter validation: passed.
   - Root policy size gate: passed.
   - No residual `__pycache__` directories.
   - No Git mutations were performed.

   ### Coverage

   - Candidate type: standalone local candidate.
   - Baseline: `5cec93484b445d4fc64b02b15de874d83a2b6c09`.
   - All nine repository changes were reviewed: root policy, completion
contract, harness policy/manifest/cases/runner/tests, the coding-standards
Skill, and the review-pr Skill.
   - Root-cause, blast-radius, tests/runtime, and convergence passes were
completed. The final pass found zero new issues.
   - Checkstyle and Spotless: not applicable because no Java or Maven files
changed.
   - CI was not reviewed; this result covers the local code scope only.
   - Unresolved evidence gaps: none.
   - Remaining cost boundary: changes to root `AGENTS.md` or shared semantic
execution still require the complete 150-case suite. Ordinary isolated Skill
changes no longer trigger the full suite.
