Defer meta data refresh to transaction end for PostgreSQL table DDL

Meta data refresh loads the altered schema through a new physical connection,
which cannot see DDL that the current transaction has not committed yet, so a
table altered inside a PostgreSQL transaction kept its previous meta data until
a manual refresh.

Add isSupportTransactionalDDL to DialectTransactionOption and set it for
PostgreSQL, permit table DDL inside a transaction for such backends, and collect
the tables that DDL touches instead of refreshing them immediately. The
collected tables are reloaded from their committed state when the transaction
ends, on both commit and rollback, and each table keeps its parsed identifier so
a quoted identifier is not reloaded as an unquoted one.

Backends that commit DDL implicitly keep refreshing immediately, and schema and
view DDL inside a transaction remain rejected as before.
