   ### Result

   **Review Result: Mergeable**

The migration meets the agreed requirements. This conclusion applies only to
the task-owned changes.

   ### Evidence

   - All 5 original Actions were migrated with their names, inputs, outputs,
and execution steps unchanged. Updated 59 local Action references, 2 path
filters, and 2 usage examples.
   - All 24 YAML files parsed successfully, and all 75 local references
resolved. No old Action paths remain in maintained repository files. Source
snapshots and checkout ordering remain valid; the other 8 resources are
unchanged.
   - `spotless:check -Pcheck -T1C` passed for the exact 21-file scope, covering
20 YAML files and 1 POM. File contents remained stable during verification.
`apache-rat:check -Pcheck -T1C` also passed. Both exited with code 0.
Checkstyle was not applicable because no Java files changed.

   ### Coverage

Standalone local-only candidate, based on the original working tree at task
start with HEAD `b09dfffcf9e50f382ef0013d62c8216dbd15e624`. Reviewed all 26
paths: 5 original paths, 5 destination paths, 15 workflows, and `pom.xml`.

Completed behavior and root-cause analysis, contract-impact analysis,
verification and runtime review, and final convergence. Ledger validation
passed with no unresolved gaps. The changes only relocate the Actions and
preserve formatting-check coverage; they introduce no new project behavior
commitments or defensive code.

The pre-existing ordering change in `ci.yml` and subsequent unattributed
changes in `ci-graalvm.yml` were preserved and excluded. This result does not
approve other working-tree changes. GitHub CI was not reviewed.
