   ### Result

   **Review Result: Mergeable**

The change removes routine Jev usage feedback from ordinary task reports
while preserving explicit user requests and all invocation, routing, and safety
rules. No issues requiring fixes were found.

   ### Evidence

   - `AGENTS.md:122` replaces only the original reporting section; all other
policy text remains identical. `cases.toml:1201` updates only the existing
case’s explicit-request premise, preserving every existing assertion. Cases at
`:1215` and `:1231` cover omission of routine feedback when Jev is unused and
used, respectively.
   - All 3 targeted cases passed. The full `--mode all
--semantic-stability-check` and subsequent `--mode validate` without a baseline
both exited with code 0. All 310 source-read checks passed. The original first
sample passed 138/166 cases; the candidate passed 137/168. These individual
samples contain existing failures and variation. Required confirmation found
zero confirmed regressions, safety regressions, or changed-contract failures.
All three reporting cases passed candidate majority confirmation.
   - Independent defensive-code audit: no production defensive constructs were
added or strengthened. Neither file falls within the current Maven Checkstyle
or Spotless scope. No files were added, and no license headers or RAT
configuration were changed, so those Maven checks are not applicable.

   ### Coverage

Standalone local candidate, reviewed against the original working-tree
snapshot captured before the task’s first write. The corresponding HEAD is
`9d31ee5525337fde6fdff9ef41bc08dd0d00fb84`; both files’ HEAD contents were
verified as identical to that snapshot. The complete review covers only the
task-owned local changes to `AGENTS.md` and `.codex/harness/agents/cases.toml`.
Other working-tree changes were excluded and preserved.

The user-authorized reporting change and its semantic cases constitute the
complete behavioral scope. No new project functionality commitments were
introduced. Both behavior groups—policy output and reporting cases—completed
root-cause, blast-radius, and tests/runtime review, followed by full-scope
convergence. No new findings or unresolved evidence gaps remain. Review-ledger
validation exited with code 0. This conclusion covers code and policy
correctness only; CI was not reviewed.
