   master branch
   
   ### Which project did you use? ShardingSphere-JDBC or ShardingSphere-Proxy?
   
   ShardingSphere-Proxy & governance
   
   ### Expected behavior
   
   throw exception when creates sharding binding table rules repeatedly
   
   ### Actual behavior
   
   no exception and result in duplicate metadata
