CREATE RESOURCE GROUP Statement In mysql
need to be supported in shardingsphere-sql-parser.
```
CREATE RESOURCE GROUP group_name
TYPE = {SYSTEM|USER}
[VCPU [=] vcpu_spec [, vcpu_spec] ...]
[THREAD_PRIORITY [=] N]
[ENABLE|DISABLE]
vcpu_spec: {N | M - N}
```
