In the later stage, the syntax of Global Rule will be migrated to specific modules. In order to ensure that the ResultSet can be returned normally after the migration, the `DistSQLResultSet` will be split to `DatabaseDistSQLResultSet` and `GlobalRuleDistSQLResultSet`.
