I mean adding these properties in `shenyu-bootstrap`(gateway) directly, so
all responses will be compressed no matter the response from service has
already been compressed or not.
But adding plugin may have below benefits,
- dynamically enable or not.
- make the response unified. no matter it's compressed or not, make all of
the response compressed or uncompressed.
- easy to manage in admin portal.
