   版本： master 
   注册中心： consul
   demo: shenyu-example-spring-cloud
   
   **问题复现：**
   1. 使用consul 注册，
   2. 开启了signplugin
   3. shenyu-example-spring-cloud上的所有路径也已经注册上去了（在admin上可以看到）
   4. 并且生成了AK/SK
   **结果：**
   我通过shenyu访问shenyu-example-spring-cloud的路径竟然可以直接访问？ 
   我不知道如何排查问题，希望能够指点下 
   1. plugin 链是在那个地方调用的
   2. 或者我应该如何排查这个问题？
