[I] [BUG] set dubbo rule [shenyu]

   ### Current Behavior
   
   Set dubbo selector handle with status as close and gray as open, 
`ApacheDubboGrayLoadBalance` thrown NPE. Because it is determined that the non 
empty one is `dubboUpstream`, but the one actually selected is 
`UpstreamCacheManager` cached
